People in leadership positions become more effective when they use a management style that is appropriate to the development level of the individual or group they want to influence.  With some subordinates, in some situations, managers need to provide lots of direction; with others, encouragement and recognition are important.  In some situations, it is appropriate to delegate.  Effective managers know how to diagnose the management needs of complex situations and select appropriate management styles to match the skills and commitment of their subordinates.
